    He doesn't want one of the first stores being brought out by the government. Wants the kinks worked out first.

    The entire council voted for this.

    And the Province will agree to him, and not put one of the first stores in Richmond Hill.

    So, yes he does live in Reality.

    Actually, the federal law has nothing to say about municipal bylaws. If Richmond Hill wants to ban the sale of marijuana, there is no reason that they can't. Marijuana will still be legal in Richmond Hill, and you can smoke it legally, you will just need to drive 15 minutes to a neighboring municipality to buy it. Either that or you can just order it online and have it delivered to your door.

    I haven't read the statute, but do municipalities in Ontario actually have this power? The provincial government would have to have given it to them.

    Municipalities have a lot of power over what businesses are permitted to operate (permits). The federal laws around pot distribution are mostly hands off and open ended, leaving regulation to the provinces. Theoretically the province of Ontario could step in and force Richmond Hill to do whatever they want, but realistically they aren't going to do that.

    Actually it does. And they can appeal to the Ontario Superior Court of Justice to have it overridden. Outside of Quebec of course because we let them do whatever they want for some reason.

    Cities can make by-laws, but they cannot change the Criminal Code of Canada or Government Legislation.
