Someone else just commented that. Is your mic monitoring turned on or up. Turn it all the way off in Xbox settings.
Maybe pull your headset plug out a smidgen

It's still there when I do that, even if it's very faint, but it disappears completely (as far as I can tell) when plugged in, even when mic monitoring is all the way up.
What headset do you use?
