    Korean tourism usually puts out a schedule every year. Maybe google previous years to see when it's generally released.

    The blossoms move from south to north, so you're going backwards.

    Looks like you might be a little late for Jeju and Busan blossoms.

    Add2: Looks like the Jinhae Festival is schedule for Apr 1-10, so you'll be at the tail end.

    search for Jinhae Gunhangje Festival

    Gyeongju is also famous for cherry blossoms, and only about 30 minutes from Busan on KTX.

    But for height, I think all of those countries usually use feet and inches. At least they usually do on the tv shows.
