    As long as the professionals who are administering the care are properly and fairly compensated.

    However, in making anything like this free, you're seriously altering the marketplace. In other words, you may have an abundance of citizens demanding services who now, because of the influx of patients, are having to wait 6 months or more to be seen. Hardly an ideal scenario for someone who is in crisis.
