    Your analogy is flawed.

    Try this instead: People are being unjustly targeted and attacked SWAT-style by these "commandos". Some people, seeing this happening over and over, decide to prepare for these Commando raids and use their own tactics against the Commandos when they eventually come for them.

    When those people kick the Commandos' asses, the Commandos run back to their command and bitch and moan about it and say it isn't fair that those people were able to employ Commando techniques to fight back against their unjust 3AM raids.

    Assuming you're not talking about physical bonuses such as beaches and huge populations to mooch off of, there are plenty of places with similar weather. The homeless just don't want to congregate in those places because those places don't cater to them or their lifestyle. Good luck being a homeless mooch anywhere outside of a large city.

    Those who are homeless but are still actually self-sufficient and do odd jobs and the like can get by just fine outside of coastal cities.
