    It's reasonable for a source like ocweekly.com to use state court names without distinguishing that is not federal every single time. Many states have Supreme Courts.

    Well you might want the subject to be clear if you want people to know what it is before they start running through it and giggling. It's not a normal sculpture, which is meant to be looked at from afar.

    I think some people, especially children, don't realize that it's a place that should be used for quiet remembrance of the victims and not played upon. There's nothing really poignant, obviously sad or emotional about that memorial, so it's often used as a playground. I think it's a design flaw, personally.

    Listen, I'm not trying to be a dick. I don't disagree with those statements, but you are not answering the question. A "verbless construction" is not a part of speech.

    And yes. The answer to "what?" for example could be "that." What part of speech is "that"? A pronoun, i.e. a placeholder for a noun. As is the interrogative word asking for the answer.
